The primary difference between Transit Signal Priority and Traffic Signal Preemption is that signal priority changes the normal signal operation process to help transit vehicles better. The Emergency Vehicle Preemption limits the regular process for rare cases such as countering the fire engine or nearing a train.

Transit Signal Priority (TSP) is a back-end plan that facilitates in-service transit vehicles, like cars or buses, through traffic-signal controlled intersections. 

Traffic Signal Preemption is a method used by several cities through which traffic lights that have been provided with appropriate infrared receiving devices can be improved when a signal is sent from a particular transmitter in a vehicle. 

Primarily, in most applications, traffic signal preemption is limited to emergency vehicles. Usually, a vehicle equipped with a preemption device will use it when approaching a red signal to change the signal to green immediately. There is a particular range of around 1500 feet for a mobile infrared transmitter.

  • Traffic signal control system
  • Transit/traffic management center

The difference between TSP and Traffic Signal Preemption for Emergency Vehicles is that there is more reliable control signal priority adjustment to the usual signal operation process for transit vehicles. At the same time, Preemption obstructs the standard process for special events such as approaching trains or responding to fire engines. 

Primarily the emergency vehicle preemption entails diminishing response time to emergencies, advancing safety levels of emergency vehicle personnel, and lessening accidents with emergency vehicles at intersections. On the other hand, objectives of TSP include improved schedule adherence, improved transit efficiency, contribution to enhanced transit information, and increased road network efficiency. 

Signal Preemption devices might affect people in some cities currently using the transmitting devices can be purchased openly online or other means for purchase by anyone, not just by entities with authority to use them under local or state laws. In addition, as the traffic signal mounted receivers do not usually detect the vehicle sending the preemption signal, any vehicle that has the same can alter the signal.
